Cleveland Browns propose NFL rule change to allow trading draft picks five years ahead

The Cleveland Browns have submitted a proposal to amend NFL rules to permit teams to trade draft picks up to five years in advance, extending the current limit of three years.[1][2]

The proposal is among those to be considered by NFL owners at the league's annual meeting, scheduled for March 24-27, 2024, at The Ritz-Carlton Orlando, Grande Lakes in Orlando, Florida.[1][3]

The Pittsburgh Steelers submitted a separate proposal to modify procedures during the two-day free agency negotiating window, prohibiting clubs from negotiating with players who have signed offer sheets from rival teams.[1][2]

NFL executive vice president of football operations Troy Vincent stated at the NFL scouting combine in February 2024 that no proposals addressing the "tush push" play had been submitted this cycle.[4]

The NFL's competition committee presented its recommendations ahead of the meetings earlier in March 2024. Any rule change requires approval from at least 24 of the 32 team owners.[1][3]

For comparison, the NBA permits trades involving draft picks up to seven years into the future.[2]

The Browns' suggestion follows criticism of their 2022 trade for quarterback Deshaun Watson, which involved three first-round picks.[5] The team argues the change would foster a more active trade market and enhance roster flexibility.
